Answer to Question 1

Answer: A stream captures or beheads another when the drainage from one captures a tributary flow from another basin as the first stream eats headward. In the local setting one might postulate such a circumstance if there seems to be a stream actively eating headward with another stream close by with a low drainage divide in between.

Answer to Question 2

Answer: Dams upstream contain some of the silt that naturally replenishes the delta. With rising sea level and the sinking of existing sediments this means that the area of the delta is noticeably shrinking and saltwater encroaching. It has been proposed to divert freshwater into the marshes to enhance the vegetation but there is not plan and it is uncertain if this will solve the deltas problems.
