The hurricane, itself, was a natural disaster. However, by the time it made landfall, it was a category 3. Most of the damage resulted from the breech of levees, causing inundation of the low-lying parts of the city. In this regard (and the decision to build in a low-lying, hurricane prone area), made this very much a human-made disaster.
