The composition of the planets (rocky vs. gaseous) accounts for their density differences. Metallic cores and silicate crusts are much denser than tiny rocky cores surrounded by enormous bodies composed mostly of hydrogen.

Terrestrial planets are rocky, small, and dense. Jovian planets are gaseous, large, and not dense.
