Answer to Question 1

Hurricanes are limited to formation within 5 to 20 north or south of the equator.

Answer to Question 2

A hurricane is fueled by the latent heat liberated when huge quantities of water vapor condense. The release of latent heat warms the air and provides buoyancy for its upward flight. The result is to reduce the pressure near the surface, which encourages a more rapid inward flow of air. To get this engine started, a large quantity of warm, moisture-laden air is required, and a continual supply is needed to keep it going.
