In order for a surface low-pressure center to exist for an extended period, divergence (spreading out) aloft must be occurring at a rate equal to the inflow below.

As air moves out of regions of higher pressure into regions of lower pressure, it is also deflected to the right in the Northern Hemisphere and to the left in the Southern Hemisphere. This is due to the Coriolis effect.
