Answer to Question 1

For triangulation, one needs at least three seismic stations and their traveltime graphs. The distance from the earthquake epicenter for each station can be determined by the arrival time difference of P and S waves. This distance can be in any location at all, so a circle around the station with a radius of the distance can be drawn for each station. Where these circles intersect is the epicenter of the earthquake.

Answer to Question 2

Around the circum-Pacific belt of plate boundaries.
