Meanders form on flat valleys near base level. Incised meanders, meanders cut deeply into bedrock, indicate that a change must have occurred such that the river stopped its lateral movement and began eroding the streambed. The only change that would trigger this is a base-level drop. This could have been either by dropping sea level (perhaps by freezing water into glaciers) or by uplifting the land (mountain building).
