Answer to Question 1

One advantage to using English as a national language is that it can serve as a lingua franca; however, some groups fear that the spread of English (and with it, Western culture) may serve as a form of cultural imperialism. The widespread promotion of English may (and has) increased India's links to the global economy; however, it can possibly hinder unity, especially if some areas benefit at the expense of others.

Answer to Question 2

Answers should mention neocolonialism, taxes on extraction, new taxes on superprofits.
