What explains the relatively high levels of social development in the Caribbean given the region's relative poverty?

Answer to Question 1

The major reason is that most countries and territories in the region recognize that education and especially literacy is essential for development. Consequently, what limited resources these governments have, they often invested greatly in all levels of education. Also important is the brain gain that results from emigrants returning from abroad; these return migrants bring with them increased levels of human capital that benefits the region.

Answer to Question 2

The Three Gorges Dam is located on the Yangtze River and was finished in 2006. The two major reasons for building the dam are to reduce flooding and to generate electricity. As water filled the area created upstream of the dam, it has flooded many cities, making it necessary for many people to migrate. In addition, historical cultural treasures and important environments have been lost.
