How have countries without oil resources in Southwest Asia and North Africa developed economically? What accounts for regional patterns of poverty in the region?

Israel has found economic success by developing a productive industrial base through foreign investment. This has built not only a successful manufacturing base but also high-tech industry. Turkey also has a diverse economy without any oil resources. Turkey has focused on agricultural and industrial goods for export. Poverty persists in many parts of the region, however. Often this poverty is connected to political instabilityas it is in Sudan. Other countries experience significant brain drain, such as Egypt, which has also weakened its economy. Yemen is the poorest country and still lacks in a productive agricultural base (it's largely subsistence) and is isolated geographically and politically.
