Answer: British and American pilots flying missions over Europe and Japan observed winds up to 250 mph. Meteorologists thought these high-level winds might be related to weather conditions at the surface. It was largely through the work of Carl Gustav Rossby that the jet stream was linked to mid-latitude cyclones.
