Answer to Question 1

Answer: Cinder cone volcanoes are composed of ejected lava fragments that are not strongly consolidated. Because the cone does not have cohesive strength, magma can force its way through.

Answer to Question 2

Answer: When a volcano becomes inactive, lava remaining in the conduit will solidify. Over time, weathering and erosion will remove the surrounding volcanic structure, leaving behind the solidified lava plug, which is more resistant.
