Answer to Question 1

I would water the road on busy days because the moisture causes cohesion of the dust grains. The cohesive grains are not as easily picked up by the wind as are dry grains.

Answer to Question 2

The southwestern Sahara is at a more southerly latitude than the southeastern United States, and is in a zone of prevailing easterly winds. These winds transport Sahara dust across the Atlantic Ocean and into the Caribbean Sea. Summer heating over the southeastern U.S. lowers surface air pressure, which produces a seasonal wind from the south that draws in the dusty air from the Caribbean.
