Answer to Question 1

The shape of the water table declines as water is withdrawn, leaving a cone of depression around the well. This cone enlarges with increased discharge and draws water from more and more of the aquifer, possibly impacting other wells. Decreasing discharge will cause the cone to shrink.

Answer to Question 2

A confined aquifer is sandwiched between impermeable beds that prevent the water in it from flowing into nearby aquifers. An unconfined aquifer does not have its ground water flow restricted by impermeable beds.
