Calling a flooding event the 100-year flood means that there is a 0.01 probability that a flood of that size could happen in any given year. A flood of that size could happen two years in a row, it is just unlikely.

Answer to Question 2

A drainage basin is the area from which a stream gathers water. Different drainage basins are separated by divides, or higher ridges. The headwaters, or start of the stream, are closest to the divide, and then flow downslope, gaining additional water from tributaries, or smaller feeder streams. The stream flows to the sea, unless it ends up in a topographically low area to become a lake. Waters are introduced from groundwater.
