Answer to Question 1

Answer: Because of tectonics, and the movement of the plates on Earth. Such fossils are evidence for the uplift of the surface rock which forms mountains.

Answer to Question 2

Answer: uplift in coastal regions, with the upper portion above the cliff being the relic shoreline
