To keep the catheter in place, the balloon is inserted in a deflated state and inflated after it reaches the urinary bladder. To help the catheter's advancement into the urethra, it is inserted in a deflated state and not an inflated state. The catheter does not need to be flushed and cleaned with water, because the catheter is already sterilized before packaging.
