Answer to Question 1

A
The belief that those who were mentally ill would be better cared for in their communities as opposed to being isolated in an institution surrounded by other mentally ill people was one of several arguments in favor of deinstitutionalizat ion. Another was that community-based mental health treatment would be more cost-effective than residential-institution-based treatment. Another major argument made by civil libertarians in favor of deinstitutionalizat ion was that those who are mentally ill should not be locked up unless they have committed a crime.

Answer to Question 2

D
Victims felt misunderstood and their situation trivialized. The comment that they were lucky was viewed as uncaring and left the victims feeling neglected. In general, loss of possessions was trivialized leaving the victims without permission to display grief.
