One of the rights explicitly mentioned in the bill of rights for clients is the right of access to telephone use, mail, and visitors. Part of the Mental Health Systems Act of 1980, in addition to allocating additional funding for mental health treatment, reaffirmed the basic civil liberties held by individuals undergoing psychiatric treatment.
