The Harrison Act of 1914 prohibited the sale of narcotics and cocaine without prescription. Prior to this legislation, both cocaine and opiates could be easily purchased in pharmacies and were widely and legally used by Americans of all social classes. It is thought by some that heroin addiction became less common after the Harris Act was passed, but many experts believe that formal prohibition of narcotics has had no significant effect on abuse frequency.
