  a. The thought was that anyone who engaged in risky behaviors leading to a venereal disease deserved to suffer the consequences.
  b. Condom usage was not considered a necessity because the symptoms of venereal disease were not recognized as resulting from sex activity
  c. The quality of condoms at that time was very poor so the U.S. military did not want to waste their resources on an ineffective product.
