Fullinwider does not believe that Galston's conscription plan will teach the lessons he
  hopes, because
 
  a. such basic principles cannot be taught, but must be understood intuitively.
  b. it will fall disproportionately on the young, who will resent being asked to make
  all the sacrifices while older segments of the population derive most of the
  benefits.
  c. most wealthy and upper middle-class young people will find ways to escape the
  draft.
  d. notions of duty and civic responsibility are the stuff of national myth and
  celebration, but in fact are never widely accepted or genuinely believed by most
  citizens.
  e. the conscription plan will be widely regarded as unjustified meddling in personal
  lives, rather than as a sacrifice required for the protection of one's country.
