A die cuts threads onto a rod or bolt. A tap cuts threads into a hole.

The first problem is that if drugs have been used illegally on the horse, it may affect its ability to reproduce. Secondly, because the birth date of horses is set by many breed associations as January 1st, breeders try to breed horses outside of their normal breeding season in order to have foals born as early as possible in the year.
