Answer to Question 1

Construct a pond.
 Provide plantings for food (usually grains such as sorghum).
 Provide shelter (such as fencerows or hedgerows or other kinds of brush).



Answer to Question 2

The hunting season might be extended longer, bag limits might be increased, or both might be done.
