It captures excess runoff in times of heavy rainfall or snow melt and stores it for later use or for gradual release.

Answer to Question 2

Impoundment reservoirs use dams to hold water in a natural valley.
 Excavation reservoirs involve removing soil from a relatively level area.
 Both types are often combined in the same reservoir.
