Answer to Question 1

For large cities, hauling waste away is almost always cheaper not only in the short run but also in the long
run. In the short run, it is expensive to construct landfills that meet Environment Protection Authority (EPA)

Answer to Question 2

Hazardous and radioactive wastes cannot be safely disposed of in a natural attenuation landfill because the leachate
would contaminate the groundwater.

This is partially backed up by the fact that early grandfather clocks displayed IIII for the number 4 instead of IV. Early clockmakers apparently thought that the IIII balanced out the VIII (used for the number 8) on the clock face and that it just looked better.
