What is the problem associated with adding more water to substrate than the required amount prior to pasteurization?

Answer to Question 1

Water requires five times as much heat to raise its temperature as
properly moistened soil. This will result in wasted heat energy and prolonged
pasteurization time.

Answer to Question 2

By using a lettuce germination test in a closed jar containing treated root
substrate.
