If you see equal weights of fertilizer for the same price, but one is labeled 5-10-5 and the other is labeled 10-5-5, which is the better buy?

They are the same.

Answer to Question 2

It means that the medium is allowed to dry thoroughly before being watered again. The disadvantage is that this may place the plant in water stress and minimize its new growth.
