(a) coastal and Sierra-Cascade Mountains cause rain shadow effect in the west
(b) Lower amount of water (Pacific Ocean) to land in the West
(c) Pacific Ocean is cooler than Atlantic Ocean

In the higher rainfall areas under conditions of high livestock prices.
