Answer to Question 1

level, treeless plain in arctic or high-elevation

Answer to Question 2

Sagebrush usually returns to sagebrush grass areas after control because climatic conditions favor a shrubland. Big sagebrush areas typically have cold winters with moderate snowfall and warm, dry summers. Native grasses in the sagebrush type did not evolve under heavy grazing by large herbivores and are low grazing resistance.
