YOU WOULD EITHER HAVE TO 1) MEASURE THE ENTIRE POPULATION AND FIND THE TRUE VALUE (WHICH IS TIME CONSUMING AND EXPENSIVE); OR 2) OFFER THE ENTIRE RANGE OF POSSIBLE VALUES IN YOUR CONFIDENCE INTERVAL (WHICH WOULDN'T BE MEANINGFUL).

Answer to Question 2

AN INTERVAL OF VALUES THAT COVERS THE TRUE POPULATION VALUE FOR 95 OF THE SAMPLES SELECTED.
