Answer to Question 1

The former British colony of Hong Kong has returned to Chinese rule, but has a government that is somewhat separate from that of the rest of mainland China.
Taiwan has recently established a multi-party democracy.
Chinese in most other countries are typically political minority groups with little political say . . .
The city-state of Singapore with a Chinese majority population is a democracy in theory but actually has an authoritarian government run by the same party (often even the same few families)

Answer to Question 2

The administrative elite in mainland China is mostly made up of members of the Chinese Communist Party. This is a political system which emphasizes social equality, shared ownership of property, strong central planning, and state control,
but recent decades have seen the encouragement of private enterprise and the rise of business interests, . . . along with corruption and abuse of privilege by those in power . . .
