 The words of the song don't speak directly for Bill Lucas' personal experiences, but they do speak generally for it and other similar people who have been forced by circumstances into hard times.

Answer to Question 2

 His parents bought him musical instruments and encouraged him in his musical interests. He later played the guitar on street corners and was influenced by various blues artists.
