What does the low temperature thermostat do?
 
  A) it starts the system when the temperature outside reaches 35F
  B) it controls the flow of chilled water through the coil
  C) it controls steam flow through the pre-heat coil
  D) when it senses a temperature below 35F it shuts down the blower
