Why are there thin metal fins located on the tubes of evaporators and condensers on PTAC units?

Answer to Question 1

To increase surface area and heat transfer.

Answer to Question 2

They must be taken to a state or locally approved recycler that specializes in used refrigerants and used refrigerant oils.
