A waving blue flame is caused by an excessive draft at the pilot location or recirculating products of combustion.

Answer to Question 2

5ft2 and is filled with water to a depth of 4ft?

Only the depth is relevant.
4 ft x 0.433 lbs/ft = 1.732 psi
