Answer to Question 1

Liquid column pressures are expressed in inches of water for smaller pressures, like the air pressure in ductwork or gas line pressure. They are expressed in inches of mercury for larger pressures, like atmospheric pressure or vacuum.

Answer to Question 2

A vacuum is any pressure less than atmospheric pressure. Mercury columns can be used to measure vacuum by measuring how much pressure has been removed.
