Answer to Question 1

The strap-tensioning tool pulls the strap tight, reducing the likelihood of air leaks, and securely mechanically connecting the duct to the sheet metal boot or collar.

Answer to Question 2

All duct outlets are sealed and a duct blaster is used to pressurize the entire duct system to between 0.5 inches water column and 1.0 inch water column. After pressurizing the duct, the amount of air flow is measured. The amount of air flowing is the amount leaking out of the ductwork.
