Answer to Question 1

Diaphragm type expansion tanks are welded gas tight and have a flexible rubber membrane between the air space and the water space that moves during operation to allow for the changing volume of water. The air is pre-charged

Answer to Question 2

If the breaker is sized too large then it will not provide for the safety of the circuit. For example, a breaker that is rated at 30 amps installed into a 15 amps circuit would allow for too much current to flow.
