They provide an excellent means of modulating control operation. They provide a wide variety of control sequences with relatively simple equipment.

They are relatively free of operational problems.
They cost less than electrical controls if the codes require electrical conduit.

Answer to Question 2

Control valves are typically 2-way for steam and 2-way or 3-way for water.
