Answer to Question 1

The water source unit's capacity is less variable because the water being supplied to it must be moderate in temperature.

Answer to Question 2

The unit can be sized to meet the heating load when operated at high capacity. Then in cooling, operating at the lower capacity can keep the system from being grossly oversized.
