Air- to-air Packaged Units: an EER of 12 or greater, an SEER of 14 or greater, and an HSPF of 8 or greater
For air to air split systems the requirements are an EER of 12.5 or greater, an SEER of 15 or better, and an HSPF of 8.5 or better.
