Answer to Question 1

If the breaker is tripped, it is positioned in the middle and is not in the off or on position. Generally to reset a breaker you will need to push it into the off position and you should hear a slight click and then push it back into the on position and you will again hear it click as it snaps closed.

Answer to Question 2

The thermostat either activates the circulator pump for the zone or a zone control valve.
