Answer to Question 1

Heat is supplied at the base of the outside wall, warming the exterior exposure by convection to near room temperature. This prevents the uncomfortable feeling of radiating body heat to cold outside walls.

The gravity circulation of warm air from the radiant heaters supplies heat to the room by a gentle movement of air. This prevents uncomfortable drafts and air velocities that absorb moisture from the skin, creating a cooling effect. The hot water heats and cools slowly. This prevents sudden changes in temperature.

Answer to Question 2

An overcharge will increase system subcooling.
