Answer to Question 1

It is pushed into the low side of the system using the high side pressure.

Answer to Question 2

Older UV lights were large, required 120 volts, and used expensive mercury vapor bulbs. Newer models use battery powered LED lights. These are far easier to use and less costly to maintain.
