Answer to Question 1

Fire dampers close off the supply of outside air completely so that the fire is not fed any additional oxygen. There are also exclusive systems for special applications that totally shut off the supply of outside air in the event of chemical or biological attack. These dampers should not interfere with normal operation.

Answer to Question 2

If only outside air was used, then the load on the heating or cooling system would be excessive.
