Answer to Question 1

The crankcase heater provides heat to evaporate any liquid refrigerant that reaches the compressor crankcase during the OFF cycle and prevent refrigerant migration.

Answer to Question 2

Oil that spills out will collect dust blocking airflow through the motor. Oil can also collect on the windings and slowly erode the varnish causing a short.
