Answer to Question 1

The first band is for the first value of the resistor. The second band is for the second value of the resistor. The third band is the multiplier band,

Answer to Question 2

The electrical charge that is caused by the imbalance of positive and negative charges. Static electricity can be created by rubbing two non conductive materials together and then drawing them.
