The United States system of law was established so that power is shared between the federal and state governments to permit each state government to pursue the ideals of its citizens and to account for differences in political, social, and economic viewpoints.

Answer to Question 2

The purpose of constitutions is to set forth a set of rules, guidelines, or principles that help regulate how an organization will be operated by its members. If an organization has a constitution then its members would not have to explain the operations of the organization to potential members since they could provide them with a copy of the constitution of the organization.
