Answer to Question 1

The Motor Vehicle Air Pollution Control Act of 1965 set emissions standards for vehicles in the United States. Individual states are allowed to enact more stringent requirements than the federal standards depending upon the levels of pollution in each state. The most stringent vehicle air pollution standards are in California and Colorado because the major cities in these two states experience inversion layers in the atmosphere where the air pollution settle into the valleys where the major cities are located and the air pollution remains for long periods of time.

Answer to Question 2

Pesticides are regulated in the United States by the Federal Insecticide, Fungicide, and Rodenticide Acts of 1972 and 1996. These acts required federal regulation of pesticide distribution, sale and use and that all pesticides be registered (licensed) by the Environmental Protection Agency.
